<p style="margin-top: 0px">Summoned to Wooden&#8217;s small office in the days before Pauley Pavilion, Saffer remembers how proud he was to go home and tell his working-class parents that he had been offered a scholarship.</p>
<p style="margin-top: 0px">&quot;The meeting was typical of coach Wooden,&quot; says Saffer,<a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html" target="_blank"><b>discount tiffany necklaces</b></a>, a retired Tucson educator. &quot;Low key. No pressure and no promises.&quot;</p>
<p style="margin-top: 0px">Unburdened by a UCLA ultimatum, Saffer chose to take a final recruiting visit, to Cal, which happened to coincide with UCLA&#8217;s annual visit to the Bears&#8217; Harmon Gym. Saffer spent halftime in Cal&#8217;s locker room, listening as coach Rene Herrerias gave final instructions. By happenstance, when the teams returned to the court, Saffer literally bumped into Wooden and the UCLA coaching staff.</p>
<p style="margin-top: 0px">Saffer, 64, laughs at the memory: &quot;A few days later, my high school coach gave me a message from coach Wooden. It was basically,<a href="http://www.discountiffany.com/beads-necklace-p-275.html" target="_blank"><b>Beads necklace</b></a>, &#8216;Are you going to be a Bruin or not?&#8217;&quot;</p>
<p style="margin-top: 0px">He would.</p>
<p style="margin-top: 0px">&quot;I wanted to play for the best and UCLA was the best,&quot; Saffer says. &quot;But I had no idea of just how good we would be and that it would last for a lifetime.&quot;</p>
<p style="margin-top: 0px">By the time Saffer graduated from UCLA in the spring of 1969, the Bruins had won four more national championships, Pauley Pavilion had been built and Wooden had become a national legend.</p>
<p style="margin-top: 0px">And yet if you ask Saffer about memories of his former coach, who died Friday at 99, he talks not about the championships or the big games. He talks about respect and gratitude.</p>
<p style="margin-top: 0px">&quot;Did you know I wore jersey No. 25?&quot; Saffer asks. &quot;That was Gail Goodrich&#8217;s number. If anyone should have had his number retired, it was Gail. As a freshman, I would sit and watch the varsity practice and I would just marvel. Sometimes Gail would shoot 20 shots and make 19 of them. He was an amazing talent.&quot;</p>
<p style="margin-top: 0px">After Goodrich led UCLA to back-to-back NCAA titles,<a href="http://www.discountiffany.com/tiffany-key-rings-c-9.html" target="_blank"><b>shop for tiffany key rings</b></a>, Saffer somewhat uncomfortably inherited No. 25.</p>

<p style="margin-top: 0px">&quot;When we won the national championship my sophomore year, 1967, there was no big celebration. Coach Wooden wasn&#8217;t a celebrator. We had a low-key gathering in a hotel suite in Louisville. Coach was a gentleman.&quot;</p>
<p style="margin-top: 0px">Here&#8217;s what Saffer means by &quot;gentleman&quot;: In 1970, my old school, Utah State,<a href="http://www.discountiffany.com/tiffany-bracelets-c-2.html" target="_blank"><b>buy tiffany bracelets</b></a>, reached the Elite Eight, matched against Wooden and the Bruins in Seattle. Because I was the team manager and a reporter for the student newspaper,<a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html" target="_blank"><b>necklaces</b></a>, I made the NCAA tournament trip.</p>
<p style="margin-top: 0px">UCLA was bigger than life in those days, and nobody had a larger presence than Wooden. After the Bruins pulled away to beat the Aggies 101-79, I was commiserating in the losing locker room. Wooden walked in.</p>
<p style="margin-top: 0px">No one said a word.</p>
<p style="margin-top: 0px">He approached our star player, Nate Williams, a future NBA standout who had injured his ankle in the first half and was unable to play much. Everyone in the locker room watched.</p>
<p style="margin-top: 0px">&quot;Young man,&quot; Wooden said, &quot;don&#8217;t let this get you down. You will have better days and so will your teammates. Congratulations.&quot;</p>
<p style="margin-top: 0px">Everyone in uniform and even those carrying water bottles lined up to shake John Wooden&#8217;s hand. It almost felt like we had won.</p>
<p style="margin-top: 0px">Ten years ago, Saffer received a call from a former UCLA teammate, Mike Warren, informing him of a fundraising endeavor that would endow college scholarships for Wooden&#8217;s grandchildren and great-grandchildren.</p>
<p style="margin-top: 0px">Wooden&#8217;s career ended long before college basketball coaches were paid millions of dollars. He had not had enough money to contribute financially to the education of his extended family. The coach told Warren, privately, that it was the one unfinished aspects of his life.</p>
<p style="margin-top: 0px">A few months later, Saffer and about 300 people connected to the UCLA basketball family traveled to the San Fernando Valley to honor Wooden and present him with the scholarship money.</p>
<p style="margin-top: 0px">Says Saffer: &quot;At the end of the evening, Mike Warren asked coach Wooden if he felt he had left anything unfinished. Was there anything else we could do for him?</p>
<p style="margin-top: 0px">&quot;Coach stood up, very sincere, and said, &#8216;I am still working on one goal. I am trying to be a better human being.&#8217; He was 89. There wasn&#8217;t a dry eye in the room.&quot;</p>

			<content:encoded><![CDATA[<p>Women of different faiths joined together at Christ Church Cathedral downtown Thursday night to shatter negative stereotypes of Muslim women and to observe the traditions of the Ramadan iftar.</p>
<p style="margin-top: 0px">The sold-out event drew 200 women who were there to teach or learn about Muslims, the pillars of their faith and how they recognize Ramadan, one of the holiest months in the Islamic calendar, which is a time marked by fasting, prayer and repentance. The evening included the iftar &#8212; a full meal that marks the breaking of the fast at sunset. Three dozen local Muslim women of diverse backgrounds were recruited to sit at the dining tables to discuss their unique life experiences with their guests.</p>
<p style="margin-top: 0px">A true picture</p>
<p style="margin-top: 0px">Kafah Bachari Manna of Houston, co-founder of the committee that organized the program, said the event was the first of its kind in Houston focusing on the Islamic faith and was designed to present a true picture of Muslim women. Those Muslims heading discussions at the dining tables Thursday included doctors, lawyers, associate professors, engineers, authors, writers and mothers.</p>
<p style="margin-top: 0px">&quot;We&#8217;re simply here to present ourselves as we are,&quot; said Manna, a corporate attorney and writer. &quot;We are outspoken,<a href="http://www.discountiffany.com/tiffany-pendants-c-3.html" target="_blank"><b>pendants</b></a>, independent,<a href="http://www.discountiffany.com/charm-bracelet-p-37.html" target="_blank"><b>Charm bracelet</b></a>, strong-minded, successful, professional women from all walks of life.&quot;</p>

It is a few people who have hijacked the name of Islam for their own agenda.</p>
<p style="margin-top: 0px">&quot;We&#8217;re not here to convert anybody,&quot; said Ashraf, executive director of food services at Aramark/Houston Independent School District. <p style="margin-top: 0px">Anneliese Davis of Houston, a Baptist, said she attended the event to learn more about Islam, particularly in light of today&#8217;s cultural events. &quot;With everything that&#8217;s going on now, I think things like this are more important than ever so we can understand each other,&quot; Davis said of the educational event. &quot;I think it&#8217;s such an opportunity to learn about another culture and religion, and that&#8217;s the only way we&#8217;re going to get to any kind of understanding.&quot;</p>
<p style="margin-top: 0px">Manna echoed that need for understanding. She told the audience the image of Muslim women in the media never matched up to her own self-image.</p>

<p style="margin-top: 0px">Kaimen Ward died after getting into difficulties during a visit to Hambleton Leisure Centre,<a href="http://www.discountiffany.com/tiffany-bracelets-c-2.html" target="_blank"><b>bracelets</b></a>, in Northallerton, North Yorkshire, on Wednesday afternoon.</p>
<p style="margin-top: 0px">His mother, Caroline Ward, who was not at the leisure centre when the tragedy happened, at about 4pm,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>rings</b></a>, was told of her son&#8217;s death by police.</p>
<p style="margin-top: 0px">The 41-year-old wept last night as she asked: &quot;I want answers as to how this was allowed to happen.&quot;</p>
<p style="margin-top: 0px">As a police investigation continued last night, Hambleton District Council, which runs the pool, said the accident happened despite a higher than usual number of lifeguards.</p>
<p style="margin-top: 0px">The authority said Kaimen died while a public swimming session was ending and a lesson was beginning &#8211; meaning the pool had a large number of lifeguards and expert swimmers on hand.</p>
<p style="margin-top: 0px">The 25-metre pool was patrolled by three lifeguards, with two instructors preparing to supervise the swimming lessons also at the poolside.</p>
<p style="margin-top: 0px">Ms Ward, of Ashlands Road, Northallerton,<a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html" target="_blank"><b>necklaces</b></a>, paid tribute to her &quot;perfect&quot; son, who celebrated his eighth birthday a week before he died.</p>
<p style="margin-top: 0px">Birthday cards could still be seen yesterday at the home she shared with Kaimen and his twin sister, Hope-Ella.</p>
<p style="margin-top: 0px">Ms Ward said: &quot;What I want to know is, where the hell were the lifeguards?</p>
<p style="margin-top: 0px">&quot;It is peak season at the pool, so how did he go unsupervised?</p>
<p style="margin-top: 0px">&quot;I want answers as to how this was allowed to happen. I want to prevent this happening to another child.&quot;</p>
<p style="margin-top: 0px">Ms Ward, who also has a 19year-old son, said: &quot;Kaimen was such a lovely boy &#8211; his sister doesn&#8217;t know why he hasn&#8217;t come home.</p>
<p style="margin-top: 0px">&quot;He was a lovely little chap &#8211; he loved his gadgets.</p>
<p style="margin-top: 0px">&quot;He was perfect in my eyes.&quot;</p>
<p style="margin-top: 0px">In a statement released by North Yorkshire Police, Kaimen&#8217;s family described him as &quot;the best son and brother anyone could wish for&quot;.</p>
<p style="margin-top: 0px">The statement said: &quot;We are struggling to come to terms with what has happened. It has left us completely devastated.</p>
<p style="margin-top: 0px">&quot;We would like to thank everybody for all the love and support we have received.&quot;</p>
<p style="margin-top: 0px">Floral tributes to Kaimen have been left outside the leisure centre, which remained closed yesterday as police and Health and Safety Executive investigations continued.</p>
<p style="margin-top: 0px">It is expected to remain shut until Sunday at the earliest.</p>
<p style="margin-top: 0px">A card on one bouquet read:</p>

The title recognizes outstanding contributions to a young person&#8217;s family, school, community and Boys &amp; Girls Club, as well as personal challenges and obstacles overcome. Applicants for the Marquette scholarships must also have met the university&#8217;s admission criteria.</p>
<p style="margin-top: 0px">The inaugural class of Marquette/Youth of the Year scholarship winners, all age 18, are: Tamara Johnson, Pueblo of Pojoaque Boys &amp; Girls Club (Albuquerque, N.M.), and Ryan Allen, Boys &amp; Girls Clubs of Greater Kansas City Wyandoth County Unit (Kansas City, Kan..) &#8211; both who were Youth of the Year at the local level &#8211; and Amaya Hamilton, Ramstein Youth Programs (Ramstein AFB, Germany), who is the 2010-11 Youth of the Year for all of Europe. &quot;We are extremely grateful to Marquette University for recognizing the accomplishments of Tamara, Ryan and Amaya,&quot; said BGCA President and CEO Roxanne Spillett. &quot;We know they will do Marquette, their local Clubs, families and Boys &amp; Girls Clubs of America very proud.&quot;</p>

Walls, originally from Detroit, was first named Youth of the Year for the Mary Ryan Boys &amp; Girls Club in Milwaukee, then named Youth of the Year for the Greater Milwaukee organization,<a href="http://www.discountiffany.com/tiffany-cuff-links-c-8.html" target="_blank"><b>cuff Links</b></a>, the State of Wisconsin and BGCA&#8217;s Midwest Region. The National Youth of the Year winner will be named next month. As an Urban Scholarship winner, Walls will receive a full-tuition scholarship from Marquette.</p>
<p style="margin-top: 0px">Two other Boys &amp; Girls Club Youth of the Year winners will also attend Marquette this year. They are: Allyson Aderman from Menominee, Mich., who received an Ignatius Scholarship, and Arisbet Escalante from Hill City, S.D., the recipient of a Magis Award.</p>
<p style="margin-top: 0px">Miami HEAT and former Marquette basketball star Dwyane Wade will be in Milwaukee Aug. 30 to welcome the Youth of the Year winners to Marquette. Wade, through the Wade&#8217;s World Foundation, provides support to community-based organizations that promote education, health and social skills for children in at-risk situations.</p>
<p style="margin-top: 0px">Meet the Scholarship Recipients</p>
<p style="margin-top: 0px">Tamara Johnson &#8211; A nine-year member of Pueblo of Pojoaque Boys &amp; Girls Club, Johnson is very active in her Club and her community. At the Club, she is president of the Keystone Club, a teen group that focuses on leadership and community service. Under her leadership, the Keystone Club raised more than $2,200 for the Haiti Relief Fund. Johnson has also volunteered to ride on the back of a fire truck to help &quot;Santa Claus&quot; pass out toys to needy children during the holidays. As a Junior Staffer at the Club, she demonstrates superior leadership qualities to the younger Club members.</p>
<p style="margin-top: 0px">One of Johnson&#8217;s biggest accomplishments related to the Club was being named the 2010-11 National Money Matters Ambassador for Boys &amp; Girls Clubs of America. The Money Matters program was created to promote financial literacy among teens by building basic money management skills. As Ambassador, Johnson attends various events to speak about the importance of financial education for teens.</p>
<p style="margin-top: 0px">Johnson, a recent high school graduate, was a six-year member of the National Honor Society and served as student body president and as an attorney for the Mock Trial team. A recent graduate, she plans to major in pre-law at Marquette.</p>
<p style="margin-top: 0px">Ryan Allen &#8211; Enrolling in the Boys &amp; Girls Clubs of Greater Kansas City 10 years ago, Allen says, was one of the best decisions made for his life. Growing up in a single-parent household with his mom and younger sister, he stepped up to be a big help to his mom in raising his younger sister. Allen made a conscious decision to avoid going down the wrong path as many did in his inner-city neighborhood. He even helped his friends get back on track when they strayed.</p>
<p style="margin-top: 0px">Allen contributes much of his success in making the right choices to his Boys &amp; Girls Club. As a younger member he joined Torch Club and then joined Keystone as a teenager, where he served as secretary for the group. He&#8217;s been an active participant in the Clubs&#8217; Passport to Manhood program, which teaches young men how to grow up to be honest, dependable and respectable. For two years, Allen has participated in the national African-American Male Teen Summit, a conference geared toward this population of Club members.</p>
<p style="margin-top: 0px">Before his recent high school graduation, Allen participated in basketball, track and choir. While attending Marquette, he will pursue a degree in business.</p>
<p style="margin-top: 0px">Amaya Hamilton &#8211; Many face war and trouble, but Hamilton has faced soldiers, loss, deployment and movement. The oldest of three, she is the daughter of military parents. Living as a military child has forced her to face seven new schools, three new countries, two new languages and leaving behind the support and interaction with extended family back in the U.S. Yet, it is through her family&#8217;s close-knit relationship and strong commitment to each other that she is able to get through it all.</p>
<p style="margin-top: 0px">Hamilton has been a Boys &amp; Girls Club member on military bases for 11 years. Now a member of Ramstein Youth Programs, she has been involved in various Club activities and programs. She helped with Power Hour, which tutors younger Club members when doing homework, and participated in various sports activities. She currently serves as the vice president of the Keystone Club. Hamilton worked to establish the first chartered Torch Club at Ramstein, which is similar to Keystone but geared toward younger members.</p>
<p style="margin-top: 0px">In the community, Hamilton has organized holiday events for families and helped collect over 300 pounds of clothing for the needy. She mentors younger children coping with the absence of parents, deployment and multiple household moves. She has helped raise money for the &quot;Malaria No More&quot; campaign to end malaria in Africa. Her service to the community earned her the United States Air Force in Europe&#8217;s Hidden Hero award at the early age of 14.</p>
<p style="margin-top: 0px">A graduate of Ramstein American High School, Hamilton has excelled academically and socially. She completed several AP classes with a 3.6 GPA, participated in the Model UN program, Spanish Honor Society, Spanish Immersion Program and Dance Team. So is this a good deal &#8212; or not?</p>
<p style="margin-top: 0px">Just about every discount offer raises the same question, since it is genuinely difficult to assess what a fair price really is. In most cases, discounts are intended to entice us to spend more, not less. Target says,<a href="http://www.discountiffany.com/" target="_blank"><b>tiffany</b></a>, for instance, that it hopes its offer will prompt its &quot;better and best&quot; customers to buy more at its stores, boosting its sales.</p>
<p style="margin-top: 0px">Therein lies my conundrum: My family buys most of its groceries at SuperTarget, and we spent close to $5,000 at the chain&#8217;s discount stores in 2009. So the offer would save us money &#8212; close to $250 a year &#8212; and I might be able to avoid trips to other stores.</p>
<p style="margin-top: 0px">Switching cards, however, would mean giving up the benefits of our travel-rewards card, which we estimate are worth $80 to $100 a year on our Target purchases. It also requires carrying around another credit card, paying another bill and &#8212; worse &#8212; trying to resist the temptation to buy extra, unnecessary stuff because of the discount.</p>
<p style="margin-top: 0px">While saving money is important, many discount offers have a darker side. Here are some of the ways we get lulled into thinking we are getting a good deal when we may not be:</p>
<p style="margin-top: 0px">&#8211; Membership has its delusions. In a 2007 paper on membership fees such as those charged by Costco, Harvard Business School professor Michael I. Norton and Columbia Business School professor Leonard Lee found that consumers equated the fees with especially low prices, even when the prices weren&#8217;t all that great. Assuming they were getting great deals, shoppers tended to stock up, spending more than they planned and buying &quot;enough pasta to outlive a nuclear winter,&quot; according to the professors.</p>
<p style="margin-top: 0px">When we pay for something in advance, we want to get the full value. So those who subscribe to Amazon.com&#8217;s Amazon Prime service, paying $79 for a year&#8217;s worth of two-day shipping, are more likely to spend more on the website, just as we might pig out at an all-you-can-eat buffet.</p>
<p style="margin-top: 0px">&#8211; Loyalty is expensive. My own wallet is full of loyalty cards &#8212; Chico&#8217;s, Barnes &amp; Noble and Staples,<a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html" target="_blank"><b>necklaces</b></a>, to name a few &#8212; all intended to reward high-volume customers. The average consumer belongs to six such programs, says Joseph Nunes, a marketing professor at the University of Southern California&#8217;s Marshall School of Business. Once we belong, we are likely to spend more to qualify for a coupon or earn cash back &#8212; and then forget to spend it.</p>
<p style="margin-top: 0px">&quot;All loyalty programs count on a certain percentage of consumers not redeeming,&quot; Prof. Nunes notes. In addition, he says, &quot;once you get closer and closer to a reward, you want it more and more&quot; and may spend more to get it.</p>
<p style="margin-top: 0px">&#8211; Free is seductive. Various studies have found that many people will respond more positively to an offer that appears free, even if it really isn&#8217;t. For example, consumers prefer a product that costs $5 and includes free shipping to an item that costs $2.50 and requires $2.50 to ship.</p>
<p style="margin-top: 0px">&quot;When something is free, we have an overly excited reaction,&quot; says Dan Ariely, a Duke University behavioral economics professor and author of &quot;The Upside of Irrationality.&quot; He marvels, for instance, at how long people will stand in line at Ben &amp; Jerry&#8217;s on free cone day. But he asks, &quot;How much time would you spend in line to get $1.75?&quot;</p>
<p style="margin-top: 0px">In fairness, it is hard to compare an ice-cream cone and cold,<a href="http://www.discountiffany.com/tiffany-pendants-c-3.html" target="_blank"><b>pendants</b></a>, hard cash. A couple of years ago, Prof. Ariely asked about 50 people who were buying a car at a dealership what they would buy if they didn&#8217;t purchase a car. Most didn&#8217;t have an answer &#8212; and none of them saw the cost of the car as equivalent to,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>rings</b></a>, say, a tuition bill or multiple vacations.</p>
<p style="margin-top: 0px">Prof. Ariely says people should get more comfortable comparing apples and oranges &#8212; that is, an impulse purchase with something they truly value. Learning to weigh trade-offs is a good start to becoming a smart shopper.</p>
<p style="margin-top: 0px">So is making an extra trip to hunt for specials. Marketing professors Stephen Hoch, at the Wharton School, and Edward Fox, at Southern Methodist University, studied &quot;cherry pickers,&quot; people who did most of their grocery shopping at one store, but then went to a second store the same day to take advantage of specials, such as soft drinks on sale. Even factoring in the extra time spent shopping, they found that cherry pickers actually can save big money.</p>
<p style="margin-top: 0px">Weighing the hassle involved also is important, of course, whether you are switching credit cards, surfing the Web for discounts or clipping coupons. When it comes to the Target card, I&#8217;m not yet convinced that the extra savings are worth the trouble.</p>

<p style="margin-top: 0px">With the summer winding down,<a href="http://www.discountiffany.com/" target="_blank"><b>tiffany</b></a>, and fall sports kicking into full gear at Richmond Senior, the women&#8217;s tennis team has been hitting its stride over the past two weeks as tryouts continue.</p>
<p style="margin-top: 0px">&quot;This year, I have one senior coming back to the team and two juniors,&quot; York said. &quot;The majority of my players this year will be 10th graders.&quot;</p>
<p style="margin-top: 0px">&quot;The girls have been working hard, and they are showing some major improvements,&quot; York added.</p>
<p style="margin-top: 0px">Pinecrest is always at the top of the conference in women&#8217;s tennis, and that seems to be the case again this season, York said. She said one reason for this is that there are more players in the Pinecrest system that have been playing for the better parts of their lives as their parents play, and they have the facilities to play year-round.</p>
<p style="margin-top: 0px">While York knows that the majority of these girls have not played tennis before &#8212; and experience is very valuable &#8212; she is optimistic about the players trying out for the team in 2010.</p>
<p style="margin-top: 0px">&quot;The majority of the 10th graders that are trying out for my team are two-sport</p>
<p style="margin-top: 0px">athletes,<a href="http://www.discountiffany.com/tiffany-key-rings-c-9.html" target="_blank"><b>key rings</b></a>,&quot; York said. &quot;They are either softball players wanting to play tennis in the fall,<a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html" target="_blank"><b>necklaces</b></a>, or they are volleyball players that are trying out for the team.&quot;</p>
<p style="margin-top: 0px">The tennis program hasn&#8217;t been strong at Richmond in recent years, and this is due to the fact that the high school is the only school that has a tennis team, and the majority of the players do not play year round, or they just play for fun in the off season.</p>
<p style="margin-top: 0px">York is very happy about the number of athletes that have come out to the tennis courts so far this season.</p>
<p style="margin-top: 0px">&quot;We have had more girls try out this year than in any other year than I have been at Richmond,&quot; York said.</p>
<p style="margin-top: 0px">While York is looking for the ten best girls to take the courts for the Lady Raiders, she is open to having a few more players on the team, as there is the possibility that an exchange student will try out for the team.</p>
<p style="margin-top: 0px">The Lady Raiders open the 2010 season Aug. 18 with a match at Jack Britt, and then they will travel to East Montgomery High School six days later.</p>

			<content:encoded><![CDATA[<p>Yakima County will be in the market next month to sell $12.1 million in bonds to pay for a variety of projects at county-owned facilities like the courthouse and the county jail.</p>
<p style="margin-top: 0px">The figure could grow to $35 million, however, should Treasurer Ilene Thomson decide to refinance a 2002 bond issue primarily used to build the new county jail near State Fair Park.</p>
<p style="margin-top: 0px">The jail project and the bond issue have been a sore point among residents because of delays that increased costs and ended with the county completing construction of only half as many beds as originally proposed.</p>
<p style="margin-top: 0px">County commissioners have the authority under state law to sell bonds for building improvements and repairs without first going to the voters for approval.</p>
<p style="margin-top: 0px">All the projects proposed for the bond issue, including refinancing the jail bond, have dedicated sources of repayment and will not draw on the county&#8217;s besieged general fund.</p>
<p style="margin-top: 0px">The general fund, which finances day-to-day operation of most county departments, has been hit by rising operating costs and declining revenues, primarily sales tax,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>rings</b></a>, that have prompted budget cuts and layoffs of 36 people since late last year.</p>
<p style="margin-top: 0px">No new taxes will be necessary and the county should see some savings from the bond issue, commissioners said Tuesday.</p>
<p style="margin-top: 0px">&quot;We believe as a board, having examined these issues,<a href="http://www.discountiffany.com/tiffany-watches-c-21.html" target="_blank"><b>watches</b></a>, we are now prepared to act to the benefit of county citizens,&quot; Chairman Mike Leita said.</p>
<p style="margin-top: 0px">A resolution commissioners approved Tuesday authorizing the bond sale provides Thomson the flexibility to decide whether to include refinancing the jail bond.</p>
<p style="margin-top: 0px">Thomson said she can proceed if the net savings, including sale costs and interest savings, exceed 3.5 percent.</p>
<p style="margin-top: 0px">The remaining debt on the original $33 million bond for the jail is $25 million. The county can&#8217;t call in those bonds until 10 years after issuance, at which time the remaining balance will be $23 million.</p>
<p style="margin-top: 0px">Thomson said if the jail bond is included in the bond issue next month, she will place the proceeds in escrow to generate interest until 2012.</p>
<p style="margin-top: 0px">Several projects have been added to the bond issue since commissioners signaled last month a bond issue of $9.3 million.</p>
<p style="margin-top: 0px">The projects to be included are:</p>
<p style="margin-top: 0px">County courthouse: $4.39 million, repayment with real estate excise tax revenues.</p>
<p style="margin-top: 0px">&#8211;$2.9 million to replace the courthouse exterior and windows to improve energy efficiency.</p>
<p style="margin-top: 0px">&#8211;$800,000 to rearrange the courthouse first floor to better utilize space and install airport-type security facilities at the Second Street entrance.</p>

<p style="margin-top: 0px">With the summer winding down,<a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html" target="_blank"><b>necklaces</b></a>, and fall sports kicking into full gear at Richmond Senior, the women&#8217;s tennis team has been hitting its stride over the past two weeks as tryouts continue.</p>
<p style="margin-top: 0px">&quot;This year, I have one senior coming back to the team and two juniors,<a href="http://www.discountiffany.com/charm-bracelet-p-37.html" target="_blank"><b>Charm bracelet</b></a>,&quot; York said. &quot;The majority of my players this year will be 10th graders.&quot;</p>
<p style="margin-top: 0px">&quot;The girls have been working hard, and they are showing some major improvements,&quot; York added.</p>
<p style="margin-top: 0px">Pinecrest is always at the top of the conference in women&#8217;s tennis, and that seems to be the case again this season, York said. She said one reason for this is that there are more players in the Pinecrest system that have been playing for the better parts of their lives as their parents play,<a href="http://www.discountiffany.com/tiffany-cuff-links-c-8.html" target="_blank"><b>cuff Links</b></a>, and they have the facilities to play year-round.</p>
<p style="margin-top: 0px">While York knows that the majority of these girls have not played tennis before &#8212; and experience is very valuable &#8212; she is optimistic about the players trying out for the team in 2010.</p>
<p style="margin-top: 0px">&quot;The majority of the 10th graders that are trying out for my team are two-sport</p>
<p style="margin-top: 0px">athletes,<a href="http://www.discountiffany.com/bead-bracelet-p-42.html" target="_blank"><b>Bead bracelet</b></a>,&quot; York said. &quot;They are either softball players wanting to play tennis in the fall, or they are volleyball players that are trying out for the team.&quot;</p>
<p style="margin-top: 0px">The tennis program hasn&#8217;t been strong at Richmond in recent years, and this is due to the fact that the high school is the only school that has a tennis team, and the majority of the players do not play year round, or they just play for fun in the off season.</p>
<p style="margin-top: 0px">York is very happy about the number of athletes that have come out to the tennis courts so far this season.</p>
<p style="margin-top: 0px">&quot;We have had more girls try out this year than in any other year than I have been at Richmond,&quot; York said.</p>
<p style="margin-top: 0px">While York is looking for the ten best girls to take the courts for the Lady Raiders, she is open to having a few more players on the team, as there is the possibility that an exchange student will try out for the team.</p>
<p style="margin-top: 0px">The Lady Raiders open the 2010 season Aug. 18 with a match at Jack Britt, and then they will travel to East Montgomery High School six days later.</p>

			<content:encoded><![CDATA[<p>Freedom <em>bracelet</em> &#8211; `It&#8217;s a part of our history&#8217;</p>

<p>For many, the idea of wearing jewelry akin to what our ancestors wore during  slavery, is considered insulting to African-American strides.</p>
<p>Contrary to that belief, a local company believes that a visual reminder of  our not-so-distant past will instill a more focused future.</p>
<p>Ujaama Inc. is a family-owned business that produces the Freedom  <em>Bracelet</em>, a sterling silver <em>bracelet</em> made in the likeness of a  shackle. Company president Shawn Baker doesn&#8217;t view the significance of the  <em>bracelet</em> as a return to the past, rather an insight into the  future.</p>
<p>&#8220;It&#8217;s a part of my history,&#8221; Mr. Baker said. &#8220;It&#8217;s not to relive, but to  remember how far we have to go.&#8221;</p>
<p>The Freedom <em>bracelet</em> was the brainchild of Mr. Baker and his brother  Gor&#8217;Don as they were traveling through Winston-Salem, N.C. on their way back  from a CIAA basketball tournament in 1992. During the ride, they closely  examined the lengthy journey of our ancestors in their quest for a better life  and compared it with the present day African-American community. In the face of  alcoholism, drug addiction, imprisonment, and the separation of the Black  family, the freedom <em>bracelet</em> is meant to make every African-American  individually responsible for the struggles still before us.</p>
<p>Rather than awaiting a leader, Mr. Baker stated that &#8220;it will take a  collective effort&#8221; to <a href="http://www.sterlingtiffany.com/"><strong>tiffany and  co</strong></a> break the mental chains enslaving the Black community.</p>
<p>Each freedom <em>bracelet</em> is made with the last link broken, showing the  African American break from the chains of slavery. On the inside of the  <em>bracelet</em> is the Ujaama, Inc. emblem and a number indicating how many  <em>bracelets</em> have been made. The purchaser of a <em>bracelet</em> also  receives a certificate of authenticity and a deed of commemoration.</p>
<p>Ujaama, the fourth principle of Kwanzaa, was formed in 1997 with the mission  of &#8220;rais[ing] the consciousness of all nations, to keep cognizant the unerring  truth of the contributions made to society and to the world by the  African-American people.&#8221;</p>
<p>The freedom <em>bracelet</em> provokes a mixture of comments and opinions  according to Mr. Baker, who wears his on a daily basis with the broken link  dangling on the outside of his wrist.</p>
<p>&#8220;The <em>bracelet</em> catches the eye,&#8221; of Whites and Blacks alike. &#8220;Some of  the younger Black guys think I&#8217;m on a home monitoring system,&#8221; Mr. Baker  said.</p>
<p>Mr. Baker stated that he has received comments criticizing a product  reminiscent of a negative <a href="http://www.sterlingtiffany.com/product-1.html"><strong>key rings</strong></a> part  of our history, and comments recognizing the importance the company mission,  even a favorable comment from a &#8220;card-carrying member of the Ku Klux Klan.&#8221;</p>
<p>Mr. Baker, who tells people that he encounters that he&#8217;s &#8220;a run-away&#8221; from  slavery, also encourages that &#8220;you have to set yourself apart from  everybody.&#8221;</p>
<p>The company encompasses the Baker family: Gordon and Vera Baker, four sons,  three daughters, a brother-in-law, and a close friend of the family.</p>
<p>The Ujaama corporation also produces t-shirts in various styles, baseball  caps, lapel pins and coffee mugs, all with the freedom <em>bracelet</em> logo.  Events such as Afram, the Juneteenth celebration and conventions promoting  African-American awareness have served as vending opportunities for the company  to promote their message.</p>
