			<content:encoded><![CDATA[<p>When Ray Henderson woke up at 5:30 a.m. every <a href="http://www.discountiffany.com/cupcake-charm-and-chain-p-111.html"><strong>Cupcake  charm and chain</strong></a> during the 2009-10 school year, he hit the ground  running &#8212; and never stopped.</p>
<p>With his responsibilities in the classroom, running a school store and  coaching the Capital High girls basketball program, Henderson didn&#8217;t have much  time for anything else.</p>
<p>That ability to juggle his day caught the attention of Capital principal  Melanie Romero, and she offered Henderson chance to develop a business program  at the school.</p>
<p>However, that required Henderson to give up his head coaching duties, which  he did Wednesday afternoon.</p>
<p>He was head coach for two seasons, compiling a 19-33 record. He also was an  assistant coach for the 2007-08 season.</p>
<p>&#8220;Teaching comes first,&#8221; Henderson said. &#8220;And if I wouldn&#8217;t be giving the same  passion I had to basketball to teaching &#8212; especially in building that program  &#8212; I wouldn&#8217;t have a teaching job next year. That&#8217;s one of the things I have to  do.&#8221;</p>
<p>Henderson&#8217;s duties will be to build a business curriculum, help run the Delta  <a href="http://www.discountiffany.com/double-heart-pendant-p-93.html"><strong>Double  heart pendant</strong></a> Chi Association marketing program and continue to  oversee the school store.</p>
<p>What Henderson has learned in 15 years of coaching, especially the program  building aspects, will be necessary skills for helping build a successful  business model.</p>
<p>The most important quality, in Henderson&#8217;s mind, is communication.</p>
<p>&#8220;We build off that,&#8221; Henderson said. &#8220;We do a lot of career guidance and  assessment. That&#8217;s kind of what the DECA program is about. You&#8217;re building  yourself in a professional and individual manner.&#8221;</p>
<p>Still, Henderson was disappointed that he will not be a part of an athletic  <a href="http://www.discountiffany.com/elsa-peretti-p-26.html"><strong>Elsa  Peretti</strong></a> for the first time in two decades. He has had head  volleyball coaching stints at Roy, McCurdy School and Escalante, while also  assisting at Capital and Escalante in basketball.</p>
<p>This was his first head coaching job at basketball, and he was doing it with  a program that had gone through two coaches in as many years when he was hired  in 2008 and three in five years.</p>
<p>Unfortunately, he is now a part of a string that grows to four in seven  years, and that was what he was trying to avoid.</p>
<p>&#8220;I really wanted to provide that,&#8221; Henderson said. &#8220;I talked to my  administrators and said, &#8216;I don&#8217;t feel like I can do it.&#8217; The thing is, we have  a lot of the team coming back and I feel they can take us deep into the (state)  tournament.&#8221;</p>
<p>He can point to point guard Dominique Vigil-Lovato and forward <a href="http://www.discountiffany.com/elsa-peretti-apple-pendant-p-174.html"><strong>Elsa  Peretti Apple pendant</strong></a> Romero as key returnees, as well as forwards  Stephanie Oeillien and Ashley Sorenson. They helped Capital to an 11-14 record  in 2009-10, finishing in a tie for fourth with Taos in District 2AAAA.</p>

			<content:encoded><![CDATA[<p>A former trooper accused of having sexual communications with the <a href="http://www.discountiffany.com/"><strong>discount tiffany</strong></a> daughter of another Florida Highway Patrol employee was sentenced to 18 months  in state prison Wednesday.</p>
<p>James E. Gilbert, 46, had pleaded no contest to 10 counts of solicitation of  a minor via a computer.</p>
<p>During a more than two-hour hearing Wednesday, Gilbert told Orange Circuit  Court Judge Marc Lubet that he was sorry.</p>
<p>&#8220;I feel bad for what I did,&#8221; Gilbert said. &#8220;What I did was wrong.&#8221;</p>
<p>But Lubet also questioned how truly remorseful Gilbert is and found him  guilty. The <a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html">Tiffany  Necklaces</a> also sentenced him to eight years&#8217; sex-offender probation. Gilbert  will have to register as a sex offender.</p>
<p>Gilbert was a trooper with FHP for more than 15 years when he was arrested in  December 2008.</p>
<p>He was accused of sending hundreds of text messages, some sexual in nature,  to a 17-year-old during a span of around two weeks.</p>
<p>In a statement filed earlier in court, the girl&#8217;s mother said Gilbert talked  about taking the teen to a cabin in Tennessee where they would &#8220;take things  slow.&#8221;</p>
<p>The teen told an investigator she told Gilbert he shouldn&#8217;t talk to her that  way. She said Gilbert responded by saying things such as, &#8220;It&#8217;s your choice,  even if anybody found out, if I still want to do something or if you did, nobody  can stop us; there&#8217;s nothing wrong with it.&#8221;</p>
<p>On Wednesday, Gilbert said he didn&#8217;t have any intention of following through  <a href="http://www.discountiffany.com/tiffany-rings-c-6.html">Tiffany Rings</a> any of the statements he made to the teen.</p>
<p>The victim, now 18, attended today&#8217;s sentencing, and her attorney told the  judge that she is afraid of Gilbert and thought his testimony was angry and  resentful.</p>
<p>Lubet said he didn&#8217;t think Gilbert posed a future threat to the public. Lubet  also said he felt the 10 years Gilbert potentially faced were too harsh given  the circumstances.</p>

Why else would their box brandish the plaintive &#8220;Try Me!&#8221;  and advertise their willingness to perform all kinds of tricks? A mere touch of  their paws <a href="http://www.sterlingtiffany.com/"><strong>tiffany jewelry</strong></a> them wiggling their horns while the tune &#8220;Hunka Burning Love&#8221; resounds from  somewhere deep -in their bellies-both good reasons why they make respectable, if  not overly intellectual Valentine&#8217;s Day presents.</p>
<p>The spirit of Cupid careers evet iee over the retail landscape this season,  from the vaunted coffers of Tiffany &amp; Co., with its diamond-encrusted  hearts, to the cluttered confines of Dee &amp; Dee (22 West 14th Street), where  a scarlet teddy, albeit without all the bells and whistles of the Kmart ursine,  is $1.99. At Duane Reade (all over town), sure to be open late on the night of  the 14th if you&#8217;re caught up short, there&#8217;s a gift that might go well with that  poor Hunka Love bear-a box of $9.99 Russell Stover Elvis chocolates that has the  King&#8217;s portrait and autograph on the cover (&#8220;Valentine&#8217;s Greetings, Elvis&#8221;) and  also plays &#8220;Love Me Tender&#8221; when you lift the lid. For $4.99 you can get a  smaller box with a picture of Elvis dressed as a soldier or a Hawaiian tourist,  but for that price a collectible magnet stands in for the music.</p>
<p>Underwear, along with candy and flowers the traditional Val Day tribute, is  also available at Duane Reade, in the form of 100 percent cotton boxer shorts  ($4.99) that don&#8217;t exactly break any new ground theme-wise: They&#8217;re printed all  over with predictable hearts, the hardly fresh &#8220;I love you,&#8221; or pictures of  those pastel candies that say stuff like &#8220;Be mine.&#8221; (Duane Reade has little  boxes of these Necco sweethearts, with a variety of slogans-&#8221;Got Love&#8221;, &#8220;Only  You&#8221;&#8211; for 44 cents.) Over at Anthropologie (85 Fifth Avenue; 375 West  Broadway), whoever is adjudicating the lingerie debate has come down firmly on  the thong side of the controversy. (Instyle magazine&#8217;s latest issue devotes five  pages to the discussion.) In any case, at least one example manages to combine  the salacious with the virginal in equal measure&#8211; it&#8217;s $12, made of  lace-trimmed white cotton, and it&#8217;s embroidered across the front with the  vaguely sinister &#8220;mine.&#8221; (Well, it couldn&#8217;t be embroidered across the back,  since there isn&#8217;t any.) A <a href="http://www.sterlingtiffany.com/product-6.html"><strong>cufflinks</strong></a> camisole is $24.</p>
<p>Anthropologie also has something for couples who&#8217;ve faced a rocky time of  late but are determined to get through it: It&#8217;s called a Wash Away Your Sins  Bath and Body Sampler, and it&#8217;s intended &#8220;for liars, cheaters, and wrongdoers.&#8221;  The kit includes the following remedies for redemption: two cleansing bars, one  bottle of bubble bath, lip balm, and a quartet of towelettes ($20). Someone  whose love life is in even dicier shape might nevertheless appreciate being  remembered on the 14th. For this friend, Alphabets (47 Greenwich Avenue; other  locations) has something called the love voodoo doll, made of soft red cloth,  presumably to accommodate pins, and covered with phrases like &#8220;cold shower&#8221; and  &#8220;gold digger.&#8221; It comes with a Spell Book of Romance and Revenge and makes the  dubious claim that &#8220;you can take charge of your love life with voodoo&#8221;  ($9.95).</p>
<p>At Mxyplyzyk (125 Greenwich Avenue), it&#8217;s possible to avoid completely the  sticky sensibility that threatens to bury this holiday in a flood of stale  chocolate and putrefying flowers. A group of determinedly austere brushed-metal  picture frame-from $12 for a small rectangle to $45 for a triptych&#8211; refuse to  slide into bathes no matter how corny the picture you force them to display. For  couples with a scholarly bent, the shop has a book called Queer Pulp: Perverted  Passions From the Golden Age of the Paperback, by Susan Stryker. The generously  illustrated text concerns itself with pre-Stonewall days, when the carrying of a  particular paperback&#8211;classics like Ann Bannon&#8217;s Odd Girl Out or John Rechy&#8217;s  City of Night provided a signal to fellow travelers ($19.95).</p>
<p>Any number of more obvious erotic indicators-footless fishnet lights, feather  boas-present themselves at the jaunty, remarkably inexpensive Girlprops (33 East  8th Street; 153 Prince Street; 203 Spring Street). The store also has a plethora  of items with a lower sizzle content, including a bunch of those charm bracelets  so popular this season, <a href="http://www.sterlingtiffany.com/product-7.html"><strong>earrings</strong></a> tricked  out with hearts and all in the under-$5 range. Rhinestone nameplate necklaces  manage, at $3.99, to evoke the louche elegance of the young Madonna. On tap are  &#8220;master,&#8221; &#8220;devil,&#8221; &#8220;hot,&#8221; &#8220;kinky,&#8221; &#8220;angel,&#8221; &#8220;baby,&#8217; and &#8220;slave,&#8217; and &#8220;We also  have `slut,&#8217; &#8216;dirty&#8217; and `brat,&#8217; offers the salesperson, who has a Louise Brooks  bob and a winsome manner that belies her multi-pierced lip.</p>
<p>If your loved one is similarly punctured, there is plenty of  Valentine-appropriate body jewelry at Cassioppia (38 West 8th Street). Two  styles of what the shop calls tongue rings, though they look more like tongue  studs, offer a red heart under a clear dome. A plain, very tiny version (but how  big do you want something in your tongue to be, really?) is $18; a slightly  larger example, with a border of silvery beads is $24. On a recent gray  afternoon, the shop, which seems to function as a meeting place for piercing  enthusiasts, was filled with chatty visitors. &#8220;You&#8217;re not healed yet-it&#8217;s going  to really hurt it if that gets inside the septum hole!&#8221; warned the woman behind  the counter to an overeager, freshly pierced young gentleman. Though she was  speaking of his newly perforated nose, she could have been musing on the whole  subject of love: &#8220;After all, piercings are never really just exactly what you  expect them to be.&#8221;</p>

			<content:encoded><![CDATA[<p>Thailand&#8217;s exports posted their first increase in 13 months in November,  driven by rising shipments of key agricultural and industrial goods as the  global economic recovery took hold.</p>
<p>The US dollar value of exports rose 17.2 percent from a year earlier to  $13.84 billion. The baht <a href="http://www.sterlingtiffany.com/"><strong>tiffany  jewelry</strong></a> value rose 14.1 percent to 459.34 billion, reflecting the local  currency&#8217;s strength.</p>
<p>But export values were down from October by almost $1 billion, about 7  percent. November&#8217;s year-on-year improvement is also against poor conditions in  November 2008, when Bangkok&#8217;s airports were closed for the last six days of the  month by anti-government protesters.</p>
<p>Despite easing growth from October, Commerce Minister Porntiva Nakasai said  the prospect was very promising.</p>
<p>&#8220;If we can achieve $13 billion in export value this month, our contraction  for the whole year will be 15 percent,&#8221; she said.</p>
<p>Mrs Porntiva believes exports could expand 10 percent to 15 percent next  year, albeit from a very low base this year. The ministry expects exports of  $150 billion this year and about $170 billion next year.</p>
<p>Srirat Rastapana, director-general of the Export Promotion Department, said  that despite a likely 15 percent export contraction this year, Thailand&#8217;s  exports to main markets such as the US, Europe and Japan remained on the rise,  reflecting strong competitiveness and the ability of Thai exporters to  adjust.</p>
<p>The department forecast agricultural and processed food would do well next  year, with automobiles, electrical appliances, <a href="http://www.sterlingtiffany.com/product-6.html"><strong>tiffany  cufflinks</strong></a> and home furnishings expected to see increases even though  some observers remain wary about the health of the global recovery.</p>
<p>The value of imports fell 2.2 percent in November to $12.78 billion, against  a drop of 17.5 percent in October. The trade surplus narrowed to $1.06 billion  from $1.76 billion in October.</p>
<p>Exports for the first 11 months were down 17 percent to $137.95 billion, and  13.4 percent in baht terms. Import value fell 28.9 percent to $119.37 billion,  leaving a trade surplus of $18.57 billion.</p>
<p>Dusit Nontanakorn, chairman of the Thai Chamber of Commerce, said the rise in  November exports was not surprising, as signs of resuming purchase orders had  become visible since October. He also noted the low base effect compared with  November last year.</p>
<p>Despite the promising outlook, Mr Dusit said the private sector remains  concerned over political tension, the Map Ta Phut issue and transparency in the  government&#8217;s spending under the Thai Khem Kaeng stimulus programme.</p>
<p>Somphob Manarungsan, an economist at Chulalongkorn University, said China  could have been a major contributor to November&#8217;s <a href="http://www.sterlingtiffany.com/product-16.html"><strong>tiffany money  clips</strong></a>.</p>
<p>&#8220;China&#8217;s imports rose by 27 percent in November, not only from Thailand but  also Korea, Taiwan and Japan,&#8221; he said.</p>

			<content:encoded><![CDATA[<p>The University Building on the 16th Street Mall in  downtown Denver is the closest thing the metro area has to a diamond district  like New York City&#8217;s fabled 47th Street.</p>
<p>The century-old, 140,000-square-foot structure with  Old World brass and marble accents at 910 16th St. houses several floors of  retail jewelry stores, jewelry repair shops and diamond wholesalers. Many of the  businesses have been there for decades.</p>
<p>&#8220;It&#8217;s kind of a throwback building,&#8221; said Toni  Mathews, vice president and retail broker at CB Richard Ellis Inc. in Denver.  &#8220;Years ago it was the jewelry district in Denver, and it&#8217;s remained that  way.&#8221;</p>
<p>Bob Kortz, president of Kortz Jewelry Co. on the  building&#8217;s street level, doesn&#8217;t recall exactly how long his family has operated  that store, but he thinks it&#8217;s 80plus years. Kortz remembers clearly, though,  when he went to Vail to sell a black diamond to rock &#8216;n&#8217; roll legend Elvis  Presley.</p>
<p>&#8220;That&#8217;s part of our history,&#8221; Kortz said.</p>
<p>Jay Feder jewelers has been in the University  Building 25 years, and in that time, Jay and Celia Feder have welcomed their son  Marc into the business. Jay also hasmaintained a side job as a mohel; he had a  bris in Boulder just the other week.</p>
<p>&#8220;The air conditioning here is not working perfectly,  but at my age, I&#8217;m not working perfectly,&#8221; Jay Feder said. &#8220;There&#8217;s just  something nice about a vintage building.&#8221;</p>
<p>Mayer Jewelers on the 10th floor came to the building  only 16 or 17 years ago, according to part-owner Lawanda Woodard. But the store  is celebrating its 124th anniversary this year, making it one of the Denver  area&#8217;s oldest jewelry storesif not the oldest.</p>
<p>&#8220;I think we&#8217;re the oldest,&#8221; Woodard said.</p>
<p>Early tenants in the University Building, which  opened in 1910, were attracted by its modern design and high technology.</p>
<p>The structure was designed by top Denver architects  William E. Fisher and Arthur A. Fisher. The brothers also designed a handful of  downtown Denver banks, including Colorado National, in the early 1900s as well  as the Denver Country Club clubhouse. They created the precursor of the  University of Colorado Health Sciences Center &#8211; the old University of Colorado  School of Medicine and Hospital, which opened in 1925.</p>
<p>When the 12-story University Building opened as the  A.C. Foster Building, named after its first owner, it was one of Denver&#8217;s first  &#8220;high rises,&#8221; according to manager David Kaufman. Built of steel and concrete,  it supposedly was the first &#8220;fireproof building west of the Mississippi  River.</p>
<p>The property currently is owned by a group of Denver  investors called 910 Associates Inc. The group was incorporated in 1991 and  acquired the building about the same time.</p>
<p>Its name changed to the University Building in the  1940s, after Foster donated the structure to the University of Denver as an  investment property.</p>
<p>Over time, the building became something of a haven  for smaller, often new businesses. The late Byron &#8220;Whizzer&#8221; White &#8211; University  of Colorado football star, Rhodes Scholar, U.S. Navy officer, U.S. Supreme Court  justice and Denver federal courthouse namesake &#8211; had an office there when he  practiced law.</p>
<p>Jewelry businesses like the University Building  especially because of its security system, which includes alarms, surveillance  monitors and security guards. Access to upper floors, where many jewelers are  located, is limited to elevators and stairs.</p>
<p>Tenants that make and repair jewelry appreciate that  the University Building is one of the last Denver office buildings fueled by  natural gas, needed for soldering torches. Hanson &amp; Glassman Jewelers on the  16th floor, one of the few places in the area that fixes American Indian  jewelry, needs a feature like that.</p>
<p>Perhaps the building&#8217;s biggest asset for its jewelry  tenants is the synergy of having so many similar businesses in one place.</p>
<p>Among the stores&#8217; biggest customers, for example, are  engaged couples in need of engagement and wedding rings. At the University  Building, couples can wander from store to store and floor to floor, all under  one roof.</p>
<p>&#8220;Seventy percent of our business is loose diamonds,  and 90 percent of that business is bridal,&#8221; said Jay Feder, who hopes to hit $5  million in sales this year.</p>
<p>Other jewelry customers range from visiting  professional baseball players and dignitaries attending international meetings  such as 1997s Summit of the Eight to downtown Denver business people.</p>
<p>Because of the building&#8217;s relatively low rent &#8211; $10  to $12 per square foot a month jewelers offer bargain prices to entice  customers. Mayer Jewelers sells watch batteries &#8220;cheaper than anybody else&#8221; and  offers its own financing, according to Woodard.</p>
<p>&#8220;I think we&#8217;re the only jeweler left in town to do  that,&#8221; Woodard said of the financing.</p>
<p>The recent soft economy actually has been good for  some of the building&#8217;s jewelers because of their discount prices. During good  times, jewelry shoppers often go someplace such as Tiffany&#8217;s because of its  prestige. But during tough times, they go to the University Building for  bargains.</p>
<p>With that synergy comes a sense of community the  jewelers value as much as any of the University Building&#8217;s other attributes.  Even though many tenants compete with each other, they also collaborate.</p>
<p>As neighbors, they can band together for a common  purpose, such as solving the problem of indigent street people congregating at  the building&#8217;s entrance and inhibiting customer traffic. Recently, building  occupants met with representatives of the Denver police, City Council, mayor&#8217;s  office and 16th Street Mall manager Downtown Denver Partnership Inc. to hash out  a solution.</p>
<p>One idea that came from the meetings is for the  yellow-jacketed &#8220;ambassadors&#8221; located on the mall to assist visitors to also  gently encourage street people not to block the building&#8217;s front door. The  University Building&#8217;s street-level McDonald&#8217;s fast-food restaurant, a major  magnet for the homeless, hired a security guard as well.</p>
<p>Occupants contend once people get through the front  door, they&#8217;ll be surprised at what they find in the University Building.</p>
<p>There even are non-jewelry businesses, including a  barbershop, hair salon and collectible stamp store. Office tenants include  architects, attorneys, accountants and real estate professionals.</p>
<p>&#8220;We&#8217;re just somewhat of a diamond in the rough,&#8221;  Kaufman said.</p>

Hillary Clinton&#8217;s presidential campaign last month mailed <a href="http://www.sterlingtiffany.com/"><strong>tiffany jewelry</strong></a> 250 checks to  refund contributions to donors associated with jailed fund-raiser Norman Hsu,  the campaign said it was open to having them contribute again directly. As of  the end of September, only 10 had decided to do so, according to the campaign&#8217;s  most recent campaign- finance filings.</p>
<p>Judith Kaplan of Stuart, Fla., used the $1,000 check that the campaign sent  back to her to buy a <em>bracelet</em>.</p>
<p>Mr. Hsu, one of the top fund-raisers for Mrs. Clinton, is under investigation  for reimbursing associates for political donations after The Wall Street Journal  wrote about the suspicious correlation in donations made by both Mr. Hsu and a  California family of modest means.</p>
<p>Mrs. Kaplan said she made her contribution so her granddaughter could <a href="http://www.sterlingtiffany.com/product-5.html"><strong>tiffany  bracelets</strong></a> attend a New York fund-raiser for Mrs. Clinton organized by  Mr. Hsu. Mrs. Kaplan said her granddaughter was eager to attend, because she had  just written a school paper on the candidate and wanted to meet her in  person.</p>
<p>That didn&#8217;t mean Mrs. Kaplan felt obligated to send the contribution  back.</p>
<p>&#8220;I bought myself something because, I figured, if all this is going to  happen, I might as well take care of myself,&#8221; she said. &#8220;And my son had a hard  time with that &#8212; he said, &#8216;You&#8217;re going to give it back, aren&#8217;t you?&#8217;&#8221;</p>
<p>Her son, Andrew Kaplan, an analyst with Lehman Brothers, and Katherine Erwin,  who lives at the same address in Bronxville, N.Y., were two of the 10 donors to  decide to give the money back to the campaign. Mr. Kaplan declined to  comment.</p>
<p>Mr. Hsu &#8220;bundled&#8221; more than $800,000 in donations for Mrs. Clinton&#8217;s  presidential campaign, <a href="http://www.sterlingtiffany.com/product-6.html"><strong>tiffany  cufflinks</strong></a> from 248 individuals. Only $34,200 was again donated to the  campaign after it was returned.</p>
<p>&#8220;These are not individuals we&#8217;re soliciting,&#8221; said Howard Wolfson, a  spokesman for the campaign. &#8220;If anyone chooses to give again, we will scrutinize  their donations very carefully.&#8221;</p>
<p>Mrs. Clinton announced the campaign&#8217;s intentions to accept more donations  from Mr. Hsu&#8217;s contributors on a conference call shortly after the revelations  about Mr. Hsu&#8217;s past.</p>
<p>&#8220;We&#8217;re not asking that that be done,&#8221; she said. &#8220;But I believe that the vast  majority of those 200-plus donors are perfectly capable of making up their own  minds about what they will or won&#8217;t do going forward.&#8221;</p>

			<content:encoded><![CDATA[<p>As the country prepares to honor its military veterans November 11th, the  Buffalo Veterans Treatment <a href="http://www.sterlingtiffany.com/"><strong>tiffany  jewellery</strong></a> Court is employing a high-tech tool to help keep their  community&#8217;s struggling military veterans sober and accountable.</p>
<p>The veterans program began using the technology, known as SCRAM (for Secure  Continuous Remote Alcohol Monitor), in December of 2008 in order to help manage  the epidemic rate of alcohol abuse and addiction among the combat veterans in  their court. The system includes an ankle <em>bracelet</em>, worn 24/7, that  actually samples an offender&#8217;s perspiration every 30 minutes in order to measure  for alcohol consumption and ensure compliance with court-ordered sobriety and  treatment requirements.</p>
<p>The award-winning program was the first veteran-specific court in the country  to deal with the unique needs of the ever-increasing number of combat veterans  going through the criminal justice system. Under the direction of the Honorable  Robert T. Russell, the court aims to link veterans coming through the city&#8217;s  criminal justice system with a full range of social services, including drug and  alcohol treatment, mental health services, medical care, anger management,  family counseling, vocation/educational services and housing. &#8220;Substance abuse,  homelessness, unemployment, mental health problems&#8211;these issues are found in  combination and in alarming numbers with our combat veterans,&#8221; says Russell.  &#8220;Ensuring the sobriety of these offenders while we address their issues is  essential for <a href="http://www.sterlingtiffany.com/product-5.html"><strong>bracelets</strong></a> long-term success and for helping these men and women get their lives back on  track, as well as community safety,&#8221; he adds.</p>
<p>The National Association of Drug Court Professionals (NADCP) has recently  launched a Veterans Treatment Court Clearing House in response to the  overwhelming interest in creating a veterans program from courts across the U.S.  According to NADCP, there are now 13 Veterans Treatment Courts across the  country, and with funding from the Veterans Administration, the number of  programs is expected to increase substantially in 2010.</p>
<p>According to the Substance Abuse and Mental Health Services Administration  (SAMHSA), 1.8 million combat veterans meet the criteria for having substance  abuse issues. The Bureau of Justice Statistics (BJS) reports that 35 percent of  justice-involved veterans suffer from alcohol dependency, and the U.S.  Department of Defense reports that the rate of veteran involvement in  alcohol-related incidents, including DUI, reckless driving and drunk and  disorderly conduct, more than tripled between 2005 and 2006 alone. &#8220;This isn&#8217;t  about criminality,&#8221; says Mike Iiams, chairman and CEO of Denver-based Alcohol  Monitoring Systems, which manufactures and markets SCRAM throughout the U.S.  &#8220;This is about addiction. When these individuals drink, bad things happen, and  this program is redefining the way our justice system can change the course of  their lives,&#8221; says Iiams.</p>
<p>The Buffalo Drug and DUI courts have utilized the SCRAM System since 2007,  monitoring more than 330 offenders to-date, and the Veterans Treatment Court  began using the anklets in December of 2008. AMS donated 10 units to the Buffalo  Veterans program in 2008, acknowledging what Iiams calls the &#8220;critical  importance&#8221; of the ground-<a href="http://www.sterlingtiffany.com/product-6.html"><strong>cufflinks</strong></a> breaking program. Today, veterans monitored by SCRAM in the Buffalo program pay  $6 per day for the monitoring fee, making the program self-sustaining.</p>
<p>SCRAM currently monitors just over 10,000 offenders daily and has monitored  more than 115,000 offenders in 48 states since it became available in 2003.  SCRAM is used to manage and monitor drunk drivers, drug and domestic violence  offenders and underage drinkers. It&#8217;s also utilized as a tool in family court,  where the determination of custody may be dependent on a participant&#8217;s sobriety.</p>

			<content:encoded><![CDATA[<p>Police are investigating robberies Wednesday at two <a href="http://www.sterlingtiffany.com/"><strong>tiffany jewellery</strong></a> Zales  Jewelers.</p>
<p>Two diamond <em>rings</em> valued at about $18,900 were taken from Zales  Jewelers in the Francis Scott Key Mall on Buckeystown Pike at about 12:16 p.m.,  according to a news release from the Maryland State Police Frederick  barrack.</p>
<p>Meanwhile, several pieces of jewelry were stolen from Zales Jewelers in the  Columbia Mall on Little Patuxent Parkway in Howard County around 11 a.m.,  according to Howard County&#8217;s communications center.</p>
<p>The Howard County Police Department is investigating the robbery in Columbia.  <a href="http://www.sterlingtiffany.com/product-9.html"><strong>silver rings</strong></a> The department declined comment Wednesday evening.</p>
<p>Maryland State Police said the suspect in Frederick was wearing a black and  white referee-style striped shirt when he entered Zales at FSK mall and asked to  look at two diamond <em>rings</em>.</p>
<p>The store&#8217;s associate placed the two <em>rings</em> on her thumb and  displayed them to him, the agency said. The suspect reached across the counter  and pulled both <em>rings</em> from her thumb and left the store.</p>
<p>A witness described the suspect as a black man in his early to mid 20s,  according to the press release. He weighs about 150 pounds and wore white and  blue tennis shoes, the agency said.</p>
<p>Police searched the area around the mall but found no sign of the suspect,  Maryland State <a href="http://www.sterlingtiffany.com/product-5.html"><strong>silver  bracelets</strong></a> Police Sgt. David Harper said.</p>
<p>The description of the man who stole items from the Zales store in Columbia  matched the suspect described in the robbery at Zales in FSK, police said.</p>
